Ulisses Confalonieri described an example of poverty in the shantytowns of Rio de Janeiro, Brazil. People are reluctant to leave their homes because of the high crime rate. So they will not respond to warnings.

Horacio Riojas stated how poor urban and rural populations in Mexico are at special risk of climate extremes. He used examples of hurricane impact in Acapulco and deforestation in Oaxaca.
